LMI‘s RAPTR modeling and simulation platform is now available through the Rapid Capabilities Cell commercial solutions opening at Naval Information Warfare Center Atlantic. The company said in a LinkedIn post Friday that the listing, which it identified as Hopper, gives the command a streamlined route to pursue awards.
RAPTR supports modeling, simulation, analysis and prototyping for mission planners. LMI said users can model complex systems, weigh courses of action, surface risks and see how effects carry from one domain into another.

What Does RAPTR Do?
The platform is built to run at all security levels and uses a thin-client design that LMI said keeps hardware requirements low. It carries CMMC 2.0 Level 2 certification.
Built-in applications lean toward space: orbital analysis, trajectory modeling, coverage assessment against jamming and other threats, and space logistics scenarios covering cargo delivery, orbital refueling and lunar transport. An agent-based simulation engine supports wargaming and training, and a terrestrial module models how degraded space capability affects ground operations.
LMI lists the Space Warfighting Analysis Center, U.S. Space Command, the National Space Defense Center and the intelligence community among users.
Where Else Is RAPTR Available?
The platform earned “Awardable” status on the Chief Digital and Artificial Intelligence Office’s Tradewinds Solutions Marketplace in May. LMI also used RAPTR under a $115 million NASA blanket purchase agreement awarded in 2024 for data analysis and technical support.
Two other LMI platforms are available on Tradewinds: the SPECTR asset-tracking tool, added in January, and the SHEPRD threat-management platform, added in June. The company won a potential $63.8 million Army contract in July for enterprise logistics and installation operations support, awarded through a separate commercial solutions opening.
What Is NIWC Atlantic’s Rapid Capabilities Cell?
The command established the cell in October 2025 as a single organization capable of responding quickly to emerging operational needs and capability gaps. Its remit covers five areas: battlespace command and control, decision advantage, battlespace connectivity, robotics and autonomous systems, and non-kinetic effects.
The commercial solutions opening behind it runs through November 2028 as a three-phase competitive process. NIWC Atlantic publishes individual areas of interest against the CSO rather than issuing one solicitation. It released the first two in January. Those covered turning raw data into usable insight in unmanned maritime settings and a container-native hosting platform for the enterprise.
Jessie Rehwoldt, the cell’s contracting officer, said the arrangement lets the command identify technology gaps and award commercial prototype work “in months, not years.”
