Deloitte has deployed a dual-track approach that combines its software engineering platform with GovConnect.ai to help public sector organizations rapidly build, secure and deploy new software capabilities.

The company said Thursday its integrated approach is designed to help agencies work through legacy software development bottlenecks that have slowed modernization progress, allowing rapid application development to run alongside existing systems without requiring a full replacement of legacy platforms.
How Does Deloitte’s Software Engineering Platform Support Development Teams?
Deloitte’s common engineering foundation and service delivery platform shortens the construction phase of the software development life cycle. Development teams use generative AI within the platform to improve collaboration and cut down on manual coding, while staying inside established government risk frameworks. Deloitte said the platform’s built-in, rule-based guardrails give organizations a faster and more confident path to designing and building new applications.
What Is GovConnect.ai?
GovConnect.ai is Deloitte’s operational engine built to power applications once they are developed, using AI agents to manage complex workflows, process large datasets and connect directly with legacy databases to verify information and speed up decision-making. The platform separates the constituent-facing experience from backend data processing, which Deloitte said lets agencies modernize how users interact with services without overhauling their core databases.
How Is the Approach Being Applied to Health & Human Services Programs?
Deloitte said its platform and GovConnect.ai are addressing several recurring challenges for health and human services agencies.
- Legacy MMIS and eligibility systems: New tools layer on top of existing Medicaid Management Information Systems, giving states digital self-service options without a multiyear database migration.
- Renewals and verification: Agentic AI speeds up verification data collection across disparate systems, reducing administrative backlogs.
- Provider enrollment: GovConnect.ai’s document processing and automated verification tools help shorten onboarding timelines for new providers.
- Software delivery confidence: In one state engagement, early AI-built prototypes shortened feedback loops and let agency staff add features without writing code.

Kunal Shah, Deloitte Consulting’ government and public services AI and engineering leader, said public sector leaders are already recognizing how this architectural approach lowers modernization risk, allowing state and federal agencies to deliver rapidly digital services without interrupting ongoing operations.
“By putting smart AI interfaces on top of systems that agencies already use, they don’t have to overhaul complex, legacy databases,” Shah noted.
What Other Recent Contracts & Partnerships Has Deloitte Secured?
The dual-track rollout follows several other recent moves by Deloitte in the public sector.
In May, the company secured a potential five-year, $278.5 million indefinite-delivery/indefinite-quantity contract from the U.S. Navy to help modernize IT and operational technology systems.
Deloitte has since built on that momentum by establishing the Google Cloud agentic transformation practice aimed at helping customers securely deploy agentic AI at scale across retail, healthcare, financial and government sectors. The company has also introduced TrueServe for Government and GovConnect on the Amazon Web Services Marketplace to simplify procurement of mission-focused technologies for public sector organizations.
