What Does the NSA Authorization Mean for L3Harris’ ISR Terminals?

The approval enables the operation of the systems with the NICM100 security module in compliance with NSA encryption standards, L3Harris said on Wednesday. It also allows coalition partners—subject to Department of State authorization through the foreign military sales program—to procure the transceivers for interoperability with U.S. forces. Previously, U.S. allies could only purchase the ROVER line’s “i” variants, which are not authorized to operate on secured NSA channels.

“This effort was only possible through close collaboration between L3Harris and the NSA on an expedited approval process, and these two products are the first test cases validated with this concept,” said Byron Anderson, director of product line management at L3Harris. “We are now pursuing approvals through this process for the rest of our video datalink products including CMDL 2c as soon as their respective U.S. domestic variants complete certification.” 

What Are the ROVER Systems’ Capabilities?

L3Harris’ ROVER systems are designed to deliver real-time full-motion video and network data to support situational awareness, targeting, surveillance, battle damage assessment and convoy overwatch missions for air, surface and maritime operations. With embedded frequency diversity, the product line offers link redundancy, robust reception and resiliency against interference, line-of-sight obstructions and platform shadowing. ROVER 6S, meanwhile, features a waveform set that makes it interoperable with a wide range of aircraft, unmanned systems and targeting pods.
