The Navy has modified an existing Submarine Safety, or SUBSAFE, multiple-award contract, raising its ceiling by $98.1 million to support continued fabrication of Level 1 and SUBSAFE hardware.

Naval Undersea Warfare Center Division Newport in Rhode Island issued the modification to HII‘s Newport News Shipbuilding division, Oceaneering International, Epsilon Systems Solutions and small business Delphinus Engineering, the Department of War announced Friday. The contract was originally awarded November 2019, with an initial value of nearly $50 million.

What Does the SUBSAFE Contract Modification Cover?

Under the contract modification, the four companies will keep fabricating Level 1 and SUBSAFE components while providing related engineering and technical support. Most tasks will take place at contractor facilities, with a small share at government sites, through November 2029.

What Other Navy Work Do the Awardees Hold?

Oceaneering, Epsilon and Delphinus hold positions on a potential $1.9 billion Navy contract for repairing, maintaining and modernizing nuclear-powered attack submarines at the service’s four public shipyards. HII Mission Technologies is also on that 26-company roster.

Newport News Shipbuilding recently secured a $5.1 billion contract to refuel and overhaul the aircraft carrier USS Harry S. Truman. Oceaneering, meanwhile, brought on Arcfield subsidiary Strategic Technology Consulting in May to apply model-based systems engineering to a DOW maritime system.

Eddystone, Pennsylvania-based Delphinus received an investment from Bluestone Investment Partners in July and named Roby Lentz CEO, succeeding founder Ranjit Das.

What Other SUBSAFE Opportunities Is the Navy Pursuing?

Naval Surface Warfare Center Philadelphia Division last week opened bidding on a separate SUBSAFE multiple-award indefinite-delivery/indefinite-quantity contract carrying a $239 million ceiling. The vehicle covers hull, mechanical and electrical systems work on Seawolf-, Los Angeles-, Ohio- and Virginia-class submarines, among other platforms. Proposals are due Dec. 4, with ordering set to run from May 2027 to May 2032.
