Parsons has secured an $85 million other transaction authority agreement to act as owner’s adviser on the progressive design-build of U.S. Space Command’s new headquarters at Huntsville, Alabama’s Redstone Arsenal. Army Contracting Command-Rock Island made the award alongside the Air Force Civil Engineer Center, Parsons said Tuesday.
What Will Parsons Do as Owner’s Advisor for SPACECOM?
Parsons will act for the government and provide program and construction management from planning and design through construction and the facility’s transition to operations. The company will track cost, schedule and scope while managing quality and risk across the 950,000-square-foot campus, which is designed to house up to 1,800 workers. Plans call for a fusion center, a visitor control center and related infrastructure alongside the main command and control building to sustain around-the-clock national security operations.
Why Is the Space Command Headquarters Project Significant?
The 75-month agreement is new business for Parsons and draws on both its federal solutions and critical infrastructure segments. The company said the effort is among the largest progressive design-build undertakings in the Department of War. It is also one of the earliest Air Force applications of the owner’s adviser model, which could guide future programs.
The AFCEC posted a SAM.gov notice in May seeking an owner’s adviser for the command and control facility, estimated at about $2 billion to design and build. The collaborative approach is intended to shorten a typical 10-year military construction timeline to roughly five years, according to the notice. The building will incorporate radio frequency shielding, high-altitude electromagnetic pulse protection and classified workspaces.
Martin Boson, president of engineered systems at Parsons, said the command’s mission requires infrastructure “as resilient, secure, and operationally ready as the warfighters it supports.” He added that the facility will help SPACECOM fold military space power into global operations across domains.
How Is Parsons Growing Its National Security Business?
Parsons’ infrastructure record includes recovery work at Naval Air Weapons Station China Lake and Tyndall Air Force Base after natural disasters, as well as defense facility projects in the United States and the Middle East.
The Space Command award follows two contract wins in August. Parsons was one of 15 companies selected for the Space Force’s $981 million NITE-STAR vehicle for space test and training technologies. It also joined a $350 million Naval Information Warfare Center Pacific contract for seabed-to-space intelligence, surveillance and reconnaissance work.
