Consulting firm Cypress International has appointed Pat Morley, a retired U.S. Navy veteran, as director of naval aviation programs, effective June 1.

David Halverson, chairman of Cypress International, announced Morley’s appointment on Monday.

What Did Cypress Chairman David Halverson Say About Morley?

Halverson said Morley brings more than 25 years of experience in naval aviation, defense resource management and strategic portfolio leadership.

According to Halverson, Morley’s service as budget director for the naval aviation portfolio within the Office of the Chief of Naval Operations and as rotary wing branch head provided him with deep knowledge of the Navy’s planning, programming, budgeting and execution process, capability development efforts and aviation investment strategy.

“His leadership in shaping multi-billion-dollar portfolios, aligning warfighter requirements with acquisition pathways, and navigating Congressional and interagency dynamics will deliver tremendous value to our clients,” the retired U.S. Army lieutenant general said of Morley.

Who Is Pat Morley?

Morley most recently held senior leadership roles supporting naval aviation planning and resource management efforts.

In addition to his role as budget director and rotary wing branch head, his Navy career included time as commanding officer of a Helicopter Sea Combat Squadron and as a SEAWOLF weapons and tactics instructor.

In addition, Morley worked as a senior policy adviser at the Defense Technology Security Administration, where he helped shape technology security and export policy related to critical defense systems.

Cypress said Morley’s experience spans operational leadership, aviation modernization, capability development and strategic planning. The company added that his background will help clients address evolving naval aviation requirements and modernization priorities across the defense market.

What Other Recent Appointments Has Cypress Made?

Morley’s appointment follows several recent additions to Cypress International’s leadership team.

The company appointed Andrew Poppas, a retired Army general, as CEO; named Jim Travis, a retired U.S. Air Force colonel, vice president of Air Force programs; and selected George Buch Jr., a retired Air Force lieutenant general, to serve as director of its air and space analysis, global mobility and contested logistics business. These appointments have expanded the company’s expertise across land, air, space and naval domains.
