Peraton Labs to Develop Spectrum Sharing Technology Under DOW Demonstration Effort

Peraton Labs has been named a prime contractor under the Department of War’s Advanced Spectrum Coexistence Demonstration program, an initiative aimed at developing technologies that allow military and commercial systems to operate securely in shared spectrum bands.

Work under an other transaction agreement administered by the National Spectrum Consortium covers the design, delivery and demonstration of a spectrum-sharing capability intended to support national security missions while enabling more efficient use of midband spectrum critical to U.S. military radar operations, Peraton said Tuesday.

The 2026 Defense R&D Summit on Jan. 29 will focus on research and innovation efforts addressing emerging defense challenges, including the development of advanced technologies that support military operations. Hosted by the Potomac Officers Club, the event features expert-led discussions examining how evolving capabilities are being researched, tested and applied to strengthen U.S. military readiness and national security. What Will Peraton Labs Deliver Under the ASCD Program?

The company will offer its spectrum sharing technology, known as COALESCE — short for Course-of-Action Outcome Appraisal Leveraging EMBRSS Security Capability Enhancements — designed to provide automated planning and situational awareness and enable federal and commercial wireless users to securely coexist within critical spectrum bands. COALESCE aligns with the DOW’s Emerging Midband Radar Spectrum Sharing framework.

Peraton Labs has also developed related technologies, including the OSCAR spectrum orchestration system and the MINC tactical network orchestration capability. 

“We look forward to providing solutions that ensure spectrum dominance and enable warfighters to win every spectrum contest,” said Peraton Chief Technology Officer Todd Borkey.

“Leveraging expertise in AI, autonomous real-time systems, and 5G/Next G technology, we will deliver spectrum sharing and coexistence capability that is efficient, secure and meets demanding needs for resilience, survivability and low-latency,” Borkey added.

Which Organizations Are Participating in the ASCD Demonstration?

The Advanced Spectrum Coexistence Demonstration involves multiple industry and academic teams selected by DOW subject matter experts. Other prime contractors under the program are InterDigital Communications, the Kostas Research Institute at Northeastern University, Nokia Federal Solutions and RTX BBN Technologies.
