Kpler Defense has appointed David Doss, a retired U.S. Air Force brigadier general, as principal adviser for joint force partnerships.

Brian Kesecker, executive director of U.S. government business and strategy at data and analytics company Kpler and a 2026 Wash100 awardee, announced the appointment in a LinkedIn post.

What Did Bryan Kesecker Say About Doss?

Kesecker welcomed Doss, saying his background as a general officer with deep U.S. Strategic Command experience shows that commercial maritime and logistics intelligence now plays a critical role in government decision-making.

Kesecker pointed to Kpler Defense’s access to global commercial data as a factor that has positioned the company within key government discussions over the past two and a half years.

“Dave’s experience will be instrumental as we continue solidifying our position as the leading commercial provider of maritime and logistics intelligence to the U.S. Government,” he added.

Kesecker recently shared exclusive comments with ExecutiveBiz, noting that shipping traffic through the Strait of Hormuz is recovering and regional networks are adjusting to heightened security risks following the June 17 U.S.-Iran interim memorandum of understanding. He also said maintaining allied supply chains depends on supply routes that can keep functioning through disruptions, since losing a supplier or chokepoint can quickly affect fuel, military logistics and industrial output.

Who Is David Doss?

Doss is a retired Air Force brigadier general who most recently served as deputy director of plans and policy, J5, within U.S. Strategic Command at Offutt Air Force Base in Nebraska.

His military career included time as chief of staff within Air Force Global Strike Command; commander of the 28th Bomb Wing; vice wing commander of the 7th Bomb Wing; and chief of the Combat Operations Division within the 608th Air Operations Center.

Commissioned in 1995 through the Virginia Military Institute, Doss served as an instructor and evaluator B-1 weapon systems officer before advancing into command roles, including commander of the 77th Weapons Squadron and deputy commander of the 379th Air Expeditionary Group.
