Integrated Data Services has released version 2026.3.0 of its Comprehensive Cost and Requirement, or CCaR, platform, adding new artificial intelligence-enabled capabilities designed to support program management, financial management and acquisition activities. The Arlington Capital Partners portfolio company also announced Tuesday that CCaR AI entered production for U.S. Army customers on July 16.
What New Capabilities Are Included in CCaR v2026.3.0?
The company said the latest release introduces three AI-enabled capabilities. CCaR Record data-driven workspace incorporates CCaR AI Insights directly into individual records. The feature is intended to provide users with data analysis within their existing workflow and help them review information in context.
The update also introduces three CCaR Proactive Intelligence Agents: the Forecast Variance Agent, Unallocated Budget Agent and Unallocated Incoming Document Agent. According to IDS, the agents continuously monitor program data and identify issues that may require attention.
A new Requirement Funding Widget displays required, approved, authorized and unfunded amounts for budgets and fiscal years, with AI-driven insights flagging potential risks.
The update builds on IDS’ May release of CCaR version 2026.2.0, which introduced AI Decision Advantage, a suite of embedded AI capabilities designed to provide continuous monitoring and real-time decision support.
The release follows the production deployment of CCaR AI for Army customers announced in July, enabling authorized program management, financial management and acquisition personnel to interact with CCaR data using natural language to support analytical activities.
What Is CCaR?
CCaR is an enterprise financial and program management system that integrates data from enterprise systems and links requirements, budgets and execution data within a single environment. IDS said the tool is used by defense and federal civilian organizations to help manage over $4 trillion in appropriated and foreign military sales funding across more than 10,600 programs.

What Did IDS Leadership Say?
Tammer Olibah, president and CEO of IDS, said operationalizing AI in defense requires more than adding a standalone assistant, noting that intelligence must be securely embedded into trusted systems, authoritative data and mission workflows.
