DHA Taps Accenture Federal for Sole-Source Drug Supply Chain Assessment - top government contractors - best government contracting eventThe Defense Health Agency has awarded Accenture Federal Services a sole-source task order to conduct due diligence on proposals to manufacture military-essential medications domestically, according to a justification document posted on SAM.gov on Thursday. The award, issued July 1 under the Defense Logistics Agency’s J6 Enterprise Technology Services contract vehicle, bypassed fair opportunity competition on the grounds of urgency.

The Department of War is confronting what the SAM.gov notice calls an existential supply chain vulnerability: the active pharmaceutical ingredients, or APIs, and key starting materials behind the military’s top 25 combat-essential medications come almost entirely from foreign sources. The justification cites unmapped weaknesses in the raw materials that feed life-saving therapeutics, such as trauma medications and antibiotics, warning that without visibility, DOW would be unable to proactively stockpile or shift sourcing in advance of disruptions.

What Will Accenture Federal Services Assess for DHA?

The work spans four tasks. Accenture will review government-furnished onshoring proposals for strengths, weaknesses, financial risks and hidden capability gaps; test the technical feasibility of proposed manufacturing models, facilities and timelines; and build independent economic models, including cost-per-kilogram estimates for APIs, break-even analyses and comparisons against foreign-sourced production baselines. The company will also propose incentives to sustain domestic production — options include loans, direct capital awards and long-term offtake agreements. 

The effort will culminate in a formal recommendation on whether the government should proceed with each proposal, proceed with modifications, pause for further analysis or stand down. The base period runs 10 weeks.

Why Did DHA Skip Fair Opportunity Competition?

The justification invokes the urgency exception, arguing that competing the work among JETS vendors would add at least 90 days of administrative delay and close the funding window. DHA determined Accenture was uniquely positioned to start immediately, citing its cleared subject matter experts, proprietary pharmaceutical supply chain mapping datasets and established evaluation frameworks; another vendor would need an estimated 60-day ramp-up.

The effort supports a pharmaceutical supply chain security working group, directed by the assistant secretary of war for health affairs, to counter foreign dependence on essential military medications. To preserve future competition, DOW will require deliverables with government purpose rights and plans to use them to draft a vendor-agnostic performance work statement for follow-on contracts.
