Space Systems Command has awarded OMNI, a developer of mission software for defense and national security agencies, a firm-fixed-price task order to develop and support a front office tool called the Air Force Visibility, Integration, Personnel Execution and Readiness, or VIPER, capability.
OMNI said Friday that the tool will incorporate modern data architectures and artificial intelligence and automation. It will work to automate workflows, help coordinate missions and provide real-time tracking. The capability is intended to benefit System Delta 89.

The Potomac Officers Club 2027 Defense R&D Summit will feature keynotes and panel discussions about the technologies, strategies and policies driving the future of warfare. What Is the Scope of the VIPER Task Order?
The VIPER task order was awarded on July 31 and is worth $9.48 million. It comes with a period of performance of three years that is expected to end by 2029.
The task was issued under a Small Business Innovation Research Phase III basic ordering agreement. According to GovTribe, the BOA was established by the Air Force Research Laboratory with OMNI in 2024 and has a ceiling value of $99 million. As of August 2026, 11 task orders have been issued under the BOA, including the one for VIPER and another for the Acquisition Platform Integration and eXperimentation, or APIX, program.
Also awarded this July, the APIX task calls on OMNI to provide DevOps-as-a-service to create an agile environment for artificial intelligence integration, testing and deployment. Work will be carried out in San Antonio, Texas, with completion expected by July 15, 2031. The firm-fixed-price and time-and-materials award is worth $67.1 million.
What Is System Delta 89?
System Delta 89 is a Space Systems Command unit that supports the U.S. Space Force’s Space Combat Power Program Executive Office. It was activated Sept. 30, 2025, at Los Angeles Air Force Base, where Col. Brendan Hochstein assumed command.
The delta develops cyber, ground- and space-based combat capabilities that let the U.S. contest and control space through fires, movement and maneuver. Four system program directors lead its work in orbital warfare, space superiority, spectrum warfare, and innovation and prototyping.
The delta also coordinates acquisition with Combat Forces Command’s mission deltas to improve readiness.
