Hybrid workforces, also known as AI-augmented workforces where humans and machines work together to accomplish tasks, will have broad implications for federal agency workflows and, in some cases, organizational roles and responsibilities, according to an industry executive.

Karim Fadel, CGI Federal vice president, told ExecutiveBiz in an exclusive interview ahead of his appearance at the Potomac Officers Club’s 2026 FedCiv Summit this Thursday, Oct. 29, that this new workforce paradigm brings upside and a new world of governance. Fadel will be moderating the Digital Labor in the Workforce of Tomorrow panel, which will discuss lessons from federal agencies as they begin their journeys into the AI-augmented workforce.

“We want to help our clients navigate this new workforce era to be more productive and to adopt super intelligence responsibly,” Fadel said. “The ultimate goal with super intelligence or any technology is to help clients achieve their missions.”

(President Trump on Sept. 29 issued an executive order directing executive branch agencies to use the term “super intelligence” in place of AI.)

What Is CGI Federal Offering for Hybrid Workforces?

CGI Federal is operating in the frontier of this hybrid workforce with an AI Agent Catalog, which Fadel described as a repository of use cases. The catalog allows federal agencies to pick the agents aligned with their budgets, IT mission and policies.

“What we’re doing with this tooling allows for greater efficiency, tighter security and more rapid translation of requirements to value,” Fadel said.

CGI Federal has both horizontal and vertical use cases for its AI Agent Catalog. Fadel said an example of a horizontal use case is additional functionality for a mission or business system to meet a new executive order or a bolstered cybersecurity posture for a security operations center.

Vertically oriented use cases, Fadel said, work with an agency and its priorities. For example, the U.S. Department of Agriculture, he said, could get an acreage reporting assistant that validates acreage reports and flags for inconsistencies. The U.S. Forest Service could track wildfires as they emerge and develop and juxtapose wind patterns to help communities better understand risk factors.

“You could add drone footage on top of that and have a real-time dashboard at a command center understanding where to deploy and how to prioritize the deployment of those assets,” Fadel said.
