Quantum XChange has partnered with Carahsoft Technology to offer its Phio TX cryptographic management platform to government agencies moving to post-quantum cryptography.
Under the agreement, Carahsoft said Tuesday it will act as Quantum XChange’s Master Government Aggregator and, in this capacity, sell the platform through reseller partners and several cooperative purchasing contracts.
The deal adds to Carahsoft’s quantum security portfolio. In August, the Reston, Virginia-based company put QuSecure’s post-quantum cryptography tools on its General Services Administration Schedule contract.
What Does Phio TX Offer Government Agencies?
Phio TX works to manage several sources of encryption keys under one policy framework. These sources include classical encryption, quantum key distribution and post-quantum cryptography.
The platform works on top of existing network infrastructure and features an out-of-band design that works to defend against “harvest now, decrypt later” attacks by keeping key delivery separate from data transmission.
Carahsoft said the platform gives agencies an audit-ready way to meet the requirements in Executive Order 14412 and Office of Management and Budget Memorandum M-26-15. Under federal post-quantum directives, agencies must make key establishment quantum-resistant by Dec. 31, 2030, and digital signatures by Dec. 31, 2031.

“Government agencies need to move quickly on post-quantum migration, as the mandates are here and ‘Harvest Now, Decrypt Later’ is already an active threat,” said Eddy Zervigon, Quantum XChange CEO. “But post-quantum cryptography is not a math problem, it’s an architecture problem.”
Troy Meraw, quantum solutions program manager at Carahsoft, said the platform helps agencies move from post-quantum planning to deployment. “Its crypto-agile approach enables agencies to adopt post-quantum cryptography within their existing network environments, providing the flexibility to adapt as security requirements evolve,” Meraw said.
