SOSi CEO Julian Setian, a four-time Wash100 winner, said other transaction agreement awards will continue to increase in the coming years as a result of recent changes to the Federal Acquisition Regulation, also known as FAR. 

Does the Government Want More Commercial Technologies?

The executive pointed out in an interview with the Federal News Network that OTA awards reached $30 billion, adding that there will be fewer FAR Part 15 acquisitions and more FAR Part 12 acquisitions in the near future.

He explained that FAR is evolving to prefer companies that offer technologies that have already proven in the commercial market. 

“[T]his is when innovation really matters,” he told the site. “And so, you know, I think you’re going to see an increase in FAR Part 12 acquisitions, you know, unique capabilities that are brought to the forefront that have already been tried and proven in the commercial sector, and then scaled through best-in-class vehicles through FAR Part 8.”

The federal government, in compliance with President Donald Trump’s April executive order to streamline the federal procurement process, is overhauling the FAR to eliminate outdated, duplicative or non-statutory regulatory requirements. In October, the FAR Council published model deviation text for eight parts of the FAR, including Part 15 or Contracting by Negotiation.

How Does SOSi Maintain Its Technological Edge?

Setian also credits partnerships with non-traditional technology companies or companies that are “tech firms first, government contractors second” for setting SOSi apart in the GovCon market. 

He explained that SOSi serves as a facilitator, providing a channel for non-traditional companies to enter the government contracting business.
