- The coalition will develop curricula with industry, technology and academic experts
- Training covers integrating digital labor and redesigning workflows for hybrid teams
- The 2027 Artificial Intelligence Summit will explore the latest AI developments
CGI Federal has collaborated with Amazon Web Services and the University of Tennessee, Knoxville, to establish training programs that prepare students and experienced professionals to work alongside artificial intelligence systems.
The technology and professional services company announced Thursday the launch of the Super Intelligence Workforce Development Coalition, which brings together government, industry and academic organizations to develop curricula for a workforce expected to collaborate with digital labor.

Preparing workers to collaborate with AI systems is becoming an important part of federal agencies’ technology adoption efforts. The Potomac Officers Club’s 2027 Artificial Intelligence Summit on March 18 will bring government and industry leaders together to discuss AI developments and the technology’s role in federal missions. Register today to join the conversation.
President Donald Trump issued an executive order on Sept. 29 directing executive branch agencies to use the term “super intelligence” in place of AI.
What Is the CGI-Led Coalition’s Focus?
The initiative will focus on practical skills needed to incorporate digital labor into organizational activities. Training topics include redesigning workflows for teams comprising human workers and AI systems, and managing AI-supported operations to meet mission objectives.
The initiative will target learners at different points in their professional journeys, from university students preparing to enter the workforce to established professionals looking to adapt to AI-driven work environments.
Karim Fadel, vice president of business engineering and AI go-to-market strategy at CGI Federal, said workforce readiness remains a challenge to broader AI adoption. He said the coalition seeks to connect academic instruction with the practical capabilities organizations will need as AI becomes more integrated into workplace operations.
Fadel recently led a discussion on the role of digital labor in the federal workforce at the Potomac Officers Club‘s 2026 FedCiv Summit on Oct. 29. He moderated a panel titled “Digital Labor in the Workforce of Tomorrow” and joined a separate discussion on the impact of the General Services Administration’s OneGov initiative on competition as AI becomes more widely available. Kevin Meredith, AWS’ AI leader for FedCiv, participated in both discussions alongside other government and industry leaders.
CGI’s work with AWS predates the coalition. In April, CGI and AWS signed a strategic collaboration agreement to promote the adoption of trusted AI and secure cloud in the U.S. public sector. CGI Federal and AWS also built a catalog of AI agents for federal agencies covering cyber defense, fraud detection, benefits processing and back-office work.
How Will Academic Partners Contribute?
The University of Tennessee’s College of Emerging and Collaborative Studies will deliver the initial program. The university is also a community partner with CGI Federal’s Knoxville onshore delivery center. CGI worked with the university to establish the center and create an IT talent pipeline in the Knoxville area.
Ozlem Kilic, dean of the College of Emerging and Collaborative Studies, said the collaboration with CGI Federal and AWS will help students develop the skills to adapt to changes in the workplace and prepare for roles involving AI.
What Will Participants Gain From the Training?
The coalition’s educational offerings will include several forms of professional recognition, ranging from micro-credentials and micro-certificates to executive certificates. Participants will also complete a capstone assignment that puts their training into practice through a digital labor deployment.
The final projects will involve either live or shadow-mode implementation and are intended to produce measurable results for government missions. CGI Federal has not identified other universities joining the initiative or specified when it plans to expand the coalition.
