Thomson Reuters Special Services has received Federal Risk and Authorization Management Program, or FedRAMP, certification for its Risk and Fraud offerings, including CLEAR.

What Does CLEAR Investigative Tool Do?

TRSS said Thursday CLEAR provides government agencies, law enforcement organizations and intelligence groups with access to public records, proprietary data and analytical tools. The investigative tool is designed to help users examine connections involving businesses, assets and affiliations.

The software features alert functions that notify users of changes involving subjects of investigations and customizable analytics for examining relationships and trends. CLEAR also supports integration into agency workflows.

TRSS said the certification means CLEAR adheres to federal security protocols for data protection, compliance and reliability. The company noted that government agencies can now deploy CLEAR, which is in full operation, without additional security concerns.

What Does FedRAMP Certification Mean for Federal Agencies?

Federal agencies use FedRAMP to assess the security of cloud services before adopting them for government operations. The program establishes security requirements that providers must satisfy to receive certification.

In June, FedRAMP released its Consolidated Rules for 2026 and launched the FedRAMP 20x certification path. The new rules were based on data and lessons from the FedRAMP 20x pilot, a new cloud security assessment approach, which sought feedback from cloud service providers, government agencies and independent assessors to finalize certification rules.

A provider’s progress through the authorization process can also matter when agencies evaluate technology vendors. A designation indicating that a provider is pursuing FedRAMP authorization does not carry the same status as completed certification. A completed designation indicates that the offering has undergone the required security reviews and received the applicable federal authorization.

TRSS said agencies can use certified offerings to avoid uncertainties associated with vendors still pursuing authorization and proceed with procurement using services that have completed the required security reviews. The company said the certification gives federal customers verified security credentials when evaluating its investigative technology and helps address compliance concerns associated with cloud adoption.

What Other Developments Has TRSS Announced?

In October, TRSS announced up to $127.8 million in recent federal contract awards. The awards include a $125 million blanket purchase agreement with Immigration and Customs Enforcement and a $2.8 million pilot with U.S. Citizenship and Immigration Services. The five-year ICE agreement, which drew a single bidder, supports Homeland Security Investigations with screening, vetting, lead generation and criminal analysis. The USCIS purchase order covers social media vetting services for the agency’s Fraud Detection and National Security Directorate.

TRSS appointed Dana Barnes as president in January, succeeding Steve Rubley, who stepped down as CEO and president after nearly 15 years at Thomson Reuters. He later received his fourth Wash100 Award for his leadership in advancing artificial intelligence, cybersecurity and data analytics capabilities across the public sector technology ecosystem.

Thomson Reuters also named Patrick Eveland president of its government business and appointed him to the TRSS board. Eveland, who has been with the company for more than 22 years, oversees profit and loss and revenue growth for Thomson Reuters’ federal, state, local and academic business units.
