Microsoft has made its Azure Enclave generally available to support isolated network environments for sensitive mission workloads, according to Douglas Phillips, president and chief technology officer of Microsoft Specialized Clouds.

Phillips said in a blog post on Tuesday that the service is now available to the government sector and the defense industrial base in both commercial Azure and Azure for US Government environments.

What Is Azure Enclave?

Azure Enclave is a managed service designed for organizations that need to protect sensitive information while allowing authorized partners to collaborate. Its intended users include government agencies, defense contractors, suppliers, national laboratories and academic institutions working across organizational boundaries.

Phillips said accreditation efforts are underway for Azure Enclave to support Federal Risk and Authorization Management Program requirements, Department of War Impact Levels 4, 5 and 6, and intelligence community environments governed by Intelligence Community Directive 503.

In April 2025, Phillips said the Defense Information Systems Agency had authorized Azure OpenAI Service to handle Department of War workloads at IL6, making the service usable for workloads at all U.S. government data classification levels.

The service may also be used by organizations in regulated industries, including healthcare, financial services and research, where projects involve confidential records or sensitive datasets.

Azure Enclave is designed to complement existing security and compliance programs rather than replace them. Customers remain responsible for configuring their deployments and verifying that their use of the service meets applicable requirements.

How Does Azure Enclave Support Secure Cloud Operations?

Azure Enclave provides managed infrastructure for establishing isolated cloud environments. Organizations can apply shared network policies across related environments while keeping individual workloads within separate boundaries. Resources can also span multiple subscriptions.

Access and connectivity are managed through controls such as network segmentation, role-based permissions and approval processes. Connections among users, applications, services and data must be explicitly configured and authorized.

Security teams can use logging and monitoring features to examine activity within an environment, including access events and configuration changes. Microsoft Sentinel and other security information and event management tools can be used to analyze security alerts and system activity.

Phillips said the service can reduce the need to design separate isolation architectures for each workload.

In January, Microsoft received a $170.4 million sole-source task order from the Air Force Life Cycle Management Center to continue providing Azure cloud service offerings for the Department of the Air Force’s Cloud One program.
