The U.S. Space Force has awarded Raytheon, SciTec Innovations and WildStar other transaction agreements worth a combined $423.4 million to support the digitization of ground-based radar, or GBR, systems.

What Is the Scope of the GBR Digitization OTAs?
The Department of War said Friday that Raytheon received a $309.5 million agreement, SciTec Innovations was awarded $93.7 million and WildStar received $20.2 million. Under the firm-fixed-price OTAs, the three companies will carry out modernization work aimed at establishing a common architecture and design for modernizing GBRs.
A 2025 sources sought notice outlined the modernization effort, which covers the digitization of six legacy radar systems, including five upgraded early warning radar sites and one perimeter acquisition radar characterization system site. The notice said the program is meant to strengthen battlespace situational awareness by enhancing radar tracking capacity, range and object classification. The effort also aims to address sustainment challenges and system obsolescence.
What Are the Details of the Awards?
The companies will carry out the work at sites in Arlington, Texas; Princeton, New Jersey; and Woburn, Massachusetts. The work is expected to run through April 21, 2028.
The Space Systems Command in Colorado Springs is managing the awards, which were made competitively after eight offers were submitted. It obligated $107.4 million in fiscal 2025 research, development, test and evaluation funds at the time of award.
How Does the Work Relate to Raytheon’s Radar Technology Efforts?
The award adds to Raytheon’s work on defense radar technologies. In February, RTX’s BBN Technologies received a DOW contract under the Advanced Spectrum Coexistence Demonstration program to develop a prototype designed to protect military radars as the 3.1 to 3.45 GHz band is opened for commercial 5G use.
