  • Logitech has surveyed 200 federal technology leaders on workspace readiness
  • Few agencies track room usage or collaboration outcomes
  • The report outlines five workspace modernization priorities

A Logitech white paper has found that 62 percent of federal agencies lack adequate technology to support hybrid collaboration, while 40 percent say remote participants struggle to fully participate in meetings.

The report, From Presence to Performance: Rethinking Federal Workspaces for Mission Readiness, is based on a blind survey that Logitech and Market Connections conducted in October and November 2025 among 200 federal civilian and defense respondents who manage workforce technology solutions.

What Other Findings Did the Logitech Survey Reveal?

The respondents linked the hybrid collaboration gap to problems such as poor audiovisual quality and conferencing platforms that do not work together, with 50 percent saying employees often need IT assistance just to start or join a meeting.

The survey also found differences between defense and civilian respondents. Defense respondents said their operational pace and mission timelines leave little room for technology delays, while civilian respondents said workspace friction slows coordination between agencies and the delivery of public-facing services.

While 76 percent of respondents reported a full return to the office and 43 percent use attendance as their main measure of success, only 16 percent said they track collaboration or productivity outcomes. Just 13 percent monitor how meeting rooms are used, even as 56 percent named room management capabilities as a top priority.

Thirty-one percent identified differing technology setups across rooms or buildings as their main obstacle to ad hoc collaboration. In addition, 54 percent said their conferencing systems add to the time and resources spent on troubleshooting.

What Are the 5 Priorities for Federal Workspace Modernization?

The white paper groups its recommendations into five priorities:

  • Mission: Agencies should support secure hybrid collaboration across teams and partners, use room utilization data to guide decisions and build workspace strategies around performance rather than attendance.
  • People: The report calls for standardized, AI-enabled workspace tools, plug-and-play connectivity to reduce setup time and IT issues, and ergonomic personal work setups.
  • Workspace: Recommendations include uniform meeting room controls, intelligent audiovisual systems and interoperable tools that allow remote and in-room participants to contribute equally.
  • Facilities: Agencies are advised to apply real-time analytics to workspace planning and adopt integrated room reservation and management systems.
  • Operations: The white paper recommends centralizing the management of collaboration devices and standardizing deployments across sites to reduce complexity and support proactive maintenance.
