- The Ticket Program Manager contract carries a one-year base period and four one-year options
- Accenture Federal Services will run the Ticket to Work Help Line and program websites
- Optional tasks include assuming the current program manager’s duties
Accenture Federal Services has secured a $74.8 million contract to administer the Social Security Administration’s Ticket to Work program, which connects disability beneficiaries with employment support services.
What Does the Ticket Program Manager Contract Cover?
According to an award notice published on SAM.gov Monday, the Arlington, Virginia-based contractor will provide management services for the Ticket to Work program under a cost-plus-award-fee contract. The contract includes a one-year base period and four one-year option periods.
Accenture Federal Services’ responsibilities include employment network, or EN, recruitment and monitoring, and beneficiary outreach. The company will also operate the program’s beneficiary contact center and websites, process EN payments, and conduct EN audits.
The solicitation for the recompete also outlines responsibilities involving beneficiary access to EN, communication, EN activation, technical assistance and training. The contractor is also expected to assist the SSA with ticket assignments, continue eligibility processes, perform security assessments and monitor the quality and integrity of services provided through participating ENs.
Other duties identified in the contract’s scope include handling beneficiary inquiries and disputes, maintaining program information and reports and coordinating activities with the SSA.
The SSA conducted the recompete using full and open competition, according to a presolicitation notice the agency posted on SAM.gov in May 2025.
The Ticket Program Manager is responsible for helping beneficiaries access employment services rather than directly providing those services. Under the program’s governing requirements, the manager cannot directly participate in delivering employment, vocational rehabilitation or other support services in its designated service area.
Cognosante previously received a potential five-year, $70 million contract to manage the program, providing contact center operations, quality assurance, community outreach and training, claims processing and employment network recruiting support and related services.
Accenture Federal Services completed its acquisition of the Falls Church, Virginia-based company in May 2024, adding more than 1,500 Cognosante employees to its workforce.
How Does the SSA’s Ticket to Work Program Operate?
Established under the Ticket to Work and Work Incentives Improvement Act of 1999, the program provides Social Security Disability Insurance, or SSDI, and Supplemental Security Income, or SSI, beneficiaries with additional options for obtaining employment-related assistance. SSDI and SSI benefits offer basic financial support to people with disabilities whose impairments limit their ability to earn income.
Eligible beneficiaries can use their Tickets to establish agreements with participating ENs, which coordinate and deliver employment, vocational rehabilitation and other support services. ENs can operate as individual providers or associations of providers and may deliver services directly or work with other organizations.
What Other Contracts Has Accenture Federal Services Secured?
In August 2024, the company won an $81 million artificial intelligence and machine learning contract from the SSA. The award covers end-to-end back office intelligent automation services designed to enhance processing of millions of benefits documents annually.
In October, the Air Force awarded Accenture Federal Services a $151.5 million task order to provide digital engineering services within its intercontinental ballistic missile portfolio. The Army also selected the company in September for a potential $480.4 million contract to develop the AI-enabled Joint Enterprise Task Management System.
