The Space Development Agency has begun seeking proposals for the Resilient Missile Warning Tracking Low Earth Orbit Ground Entry Points, or RMWT LEO GEPs, effort, which calls for ground site construction and equipment integration at multiple locations worldwide.
According to the final request for proposals published Tuesday, SDA intends to award an indefinite-delivery/indefinite-quantity contract and will issue the first task order at the time of the award.
Proposals are due Nov. 2.
What Does the RMWT LEO GEPs Effort Cover?
According to the solicitation, the selected contractor will perform civil works at ground entry point sites, from detailed design through completed construction. The contractor will also acquire and set up site hardware, including communications shelters, antennas and optical terminals along with their supporting electronics, and will integrate, test and verify that equipment alongside networking gear and software.
Additional work includes training on test hardware, on-site test support, and the development, operations and maintenance of the ground entry points.
Firm-fixed-price line items cover development labor, maintenance labor, civil engineering and materials, while other direct costs and travel will be reimbursed on a cost basis. Development labor encompasses program management, systems engineering, site surveys, security installations and related trade studies.
What Is the Timeline for the RMWT LEO GEPs Award?
SDA will accept written questions through Oct. 2. Companies planning to include classified material in their proposals must notify the agency by Oct. 23.
The agency anticipates announcing the award in the second quarter of fiscal year 2027. Orders under the base period may be placed from March 31, 2027, through Sept. 30, 2031, while an option period would extend ordering to Sept. 30, 2035. SDA said it may adjust the start date if the award comes earlier or later than planned.
SDA noted that funds for the contract are not currently available and that it may choose not to make an award depending on proposal quality and its continuing need.
How Does the RMWT LEO GEPs Solicitation Build on SDA’s Tranche 3 Work?
The latest solicitation follows a series of moves by SDA to advance the Proliferated Warfighter Space Architecture’s Tranche 3, which is designed to provide global, persistent detection, tracking and warning of conventional and advanced missile threats, including hypersonic missiles. In July, the agency awarded General Dynamics Mission Systems a sole-source contract worth up to $400.4 million for software development, testing and integration of the ground segment mission and service applications tied to Tranche 3 capabilities.
That same month, SDA awarded approximately $1.75 billion in prototype agreements to L3Harris Technologies and Sierra Space to deliver 36 Accelerated Missile Defense Tranche 3 space vehicles for the PWSA Tracking Layer in support of Golden Dome for America. L3Harris, which is building 18 Tracking Layer Tranche 3 satellites under a separate $843 million SDA contract, recently completed the program’s preliminary design review, with the satellites slated to launch by fiscal year 2029.
In May, SDA named GP Sandhoo, who had served as acting director, director of the agency and the Space Force’s portfolio acquisition executive for missile warning and tracking.
